Service:

  • Advise executives on strategic organizational change, from development of vision and values, to data-based evaluation of measurable change.

Experience:​

  • Restored community trust and satisfaction in DC Fire & EMS Department with improved performance and media coverage.

  • Ensured all Department divisions worked in alignment with Fire Chief's agenda.

  • Oversaw the launch of nationally innovative EMS reforms, including the Right Care, Right Now Nurse Triage Lineresulting in improved patient care and outcomes, including increase in DC’s cardiac arrest survival rate from below to above national average.

  • Co-author, “Chiefs of staff: Assisting chiefs from Tulsa to DC,” by Michael Baker and Amy C. Mauro, Esq., FireRescue1, September 12, 2022

Service:

  • Advise executives on best practices in policing, criminal justice, fire & EMS, risk management, and emergency management.

Experience:

  • ​Served for almost eight years as Chief of Staff of DC Fire & EMS, a high call volume, complex, urban department.

  • Specialized in public safety policy and best practices as staff at DC Council and Mayor's Office 

  • Provided executive support for several large-scale special events including two presidential inaugurations, regular protest activity, civil disturbance incidents, and the attack on the U.S. Capitol on January 6, 2001.

  • Executive produced January 6, 2021: Events at the U.S. Capitol, as told by DC FEMS

  • Drafted, analyzed, and advocated for several pieces of criminal justice legislation, including comprehensive emergency management legislation following 9/11 terrorist attacks.

  • Served as General Counsel and Chief of Staff at DC Office of Risk Management

Service:

  • Craft strategies for developing strong, successful leaders based on client organization's needs, goals, and objectives.

Experience:

  • Drafted and implemented a Department-wide Leadership Development Plan that created new training curricula for every level of officer and chief officer.

  • Developed and taught leadership classes to sergeants, lieutenants, captains, chief officers, and executive leadership team.

  • Oversaw launch of a new paramedic Field Training Officer program.

  • Presented at national conferences and Maryland Fire and Rescue Institute.

Service:

  • Get the budget resources and policies you need to succeed by building persuasive, data and outcome-based proposals.

Experience:

  • Successfully advocated for transformative new budget investments at DC Fire & EMS Department and DC Office of Risk Management.

  • Created new Medicaid revenue stream to decrease local spending and fund new fire and EMS programs.

  • Funded significant increase in personnel agency-wide, including additional civilian positions, as well as chief officer positions in EMS, Safety and Risk Management, and professional development divisions;

  • Worked with elected officials to ensure full funding for the Department’s apparatus replacement schedule, resulting in new reserve units, better apparatus, and improved fleet up times.

  • Secured funding for new EMS simulation lab, replacement of Records Management System (including electronic patient care, fire investigations, and fire reporting systems), as well as a switch to a new vendor for both ALS and BLS cardiac monitors.

Service:

  • Foster cultural change and improve decision-making and services by adopting Diversity, Equity, and Inclusion best practices.

Experience:

  • Supervised Diversity and Equal Employment Opportunity office, including sexual harassment investigations, and language access and other programming.

  • Oversaw significant expansion in the frequency and volume of in-service training in all disciplines, including new diversity and implicit bias training of 2200 employees.

  • Developed and implemented new mentoring program for female members called Empowering Women to Lead, as well as creation of Women's Advisory Counsel.

  • Oversaw increase in female recruits and promotion of women.

Service:

  • Improve team building and services by developing and maintaining strong labor relations.

Experience:

  • Significantly improved labor management partnerships at DC Fire & EMS with two labor unions.

  • Successfully negotiated collective bargaining agreement with firefighters association without arbitration for the first time in many decades.

  • Oversaw negotiation of first updated EMS and civilian union working conditions CBA since 1990s.

  • Earned trust and buy-in from rank and file for multiple new initiatives.
